ORANGE — Of 19 articles on the Special Town Meeting warrant Thursday night, voters were most torn over a zoning article that sought to place a temporary moratorium on stand-alone, large-scale battery energy storage systems.The proposal was the only one of the 19 articles to not pass at the Special Town Meeting held in Town Hall’s Ruth B.
