New Delhi: The Indian electricity sector has a long and complex history, intertwined deeply with the political climate of the country. Consequently, policy imperatives can often be at loggerheads with market expectations. A classic example is the treatment of commercial & industrial (C&I) consumers of electricity.While C&I as a concept may seem straightforward (i.e. clean energy projects set up directly for commercial consumers), the term covers a wide range of projects (rooftop projects, onsite ground mounted projects and offsite open access projects) and customers (from industries to commercial complexes to educational institutions). Traditionally, power customers turned to state-run distribution licensees (Discoms) to meet their power needs.
