WASHINGTON – Sen. Joe Manchin reached a deal with Democratic leaders Wednesday on a spending bill that includes almost $370 billion in tax breaks and other incentives to expand clean energy, breaking what had appeared a deadlock in negotiations, the two sides announced in a joint statement.As part of the deal, the spending bill would also include $300 billion in funding towards deficit reduction, along with the closing of tax loopholes for the wealthy and a minimum 15 percent tax on the wealthiest corporations.
