Shane Dixon Kavanaugh, Portland City Hall reporter for The Oregonian/OregonLive, has won the Bruce Baer award, one of the highest recognitions of investigative reporting in Oregon, for his 2021 investigation into a grant award by the city’s clean energy fund.His examination, “Portland awarded $12M clean energy contract to executive with long history of financial misdeeds,” led the city to rescind a nearly $12 million grant to a local nonprofit and establish reforms in the vetting of future grant proposals.The article, published in December 2021, also won a National Headliner award for beat reporting. The Bruce Baer award, announced earlier this year, comes with a $1,500 award.One of the contest judges wrote of the article: “This is proof that effective governance needs the due diligence of an engaged and committed Fourth Estate.”
